My balloon car.. it really sucks.?

I have a balloon car, and its like... one of the larger size tissue box that has skewers as axles and pinewood derby wheels for the wheels (obviously). On the front, I made a cone with paper and taped it on to make it aerodynamic. But it doesn't go as far as I expect it to go. It goes about 9 feet when I need it to go at least 25 feet. The balloon is rubber banded and glued on and it airtight. It lies on the top of the balloon car, parallel with the ground. I don't think that there's anything wrong with the balloon. I believe there's something wrong with the car itself, but I'm not sure what. Any advice to make it go farther?

1. Lighten the car's weight.
2. Make sure the wheels are aligned and not pointed in different directions.
3. Apply a small amount of lubrication to the wheels if the axles are fixed, or to wherever moving parts rub against fixed parts.
4. Use a bigger balloon.
5. Put one balloon inside another and inflate the inner balloon only. This will increase the pressure on the air inside, forcing it out with greater force. Or try three balloons instead of two. (Balloon inside of a balloon, then inside of a third balloon).
