The front dérailleur is a triple and is 8 speed, the rear cassette is 8 speed, the chain is 8 speed and the shifters are 8 speed. I actually bought a Shimano Tiagra Chainset Triple 4503 that is also a 9speed based on Peter's advice regarding octalink. I wanted an 8 speed but they aren't really made any more for road bikes given 10 speed is practically the standard now. I'm only 5'3 so the 170mm should be correct - the cranks I was using before were 170mm.
Yes, it will work. Cranks aren't as speed-specific as some will make you believe.
This is the old style Tiagra crank that uses the Octalink bottom bracket. You would really be much better off with a current production Shimano crank that uses external bearings. The Octalink bottom bracket has smaller bearings which wear out faster, the splines on the bottom bracket spindle are notorious for damage issues, and Octalinks are really overpriced. Shimano offers less expensive Sora, Tiagra and non-series cranks that feature external bottom brackets and excellent shift qualities. Also be sure 170mm is the right crank length for your height.
