Are all bicycle frames the same size?

I would really like to buy a bicycle, but I'm 4'11 and an adult, and what seems to be the best size bike for me are the ones that have 20" wheels, though those are all pink and have ribbons on the handles. I'm wondering if all the frames are the same sizes? Because maybe I could buy a bike that looks like it's meant for me(an adult bike, btw I'm a lady), but replace the wheels. Or if I order it online could I specify that I'd like 20" wheels? Please help, all the bicycles I'm finding for women are 26" and that's way too big! Thanks in advance!
I was actually looking online at the Walmart bikes. I wanted to get one from there because they're inexpensive. And I went to a shop that specialized in bikes but all the bikes were 300+ there and that really isn't in my price range. Does anyone know of any places that aren't quite as expensive as that and can still give me a smaller bike frame?

Go to a bike shop and get fitted for a bike. You can get a bike with 26 inch wheels if you get a 13 or 14 inch frame. Walmart and other department store bikes only come in one size and the quality is poor. Look at the hybrid and comfort bikes, they are great on the road and can handle smooth gravel bike paths.

Google " bike shops + your zip " it will give you a map with all of the local bike shops.
